Born to Raise Hell is a 2010 American action film directed by Lauro Chartrand, and also written and produced by Steven Seagal, who also starred in the film. The film co-stars Dan Bădărău and Darren Shahlavi. After 9/11, the United States government realized that narcotics were responsible for financing the majority of terrorist cells. That's why they created the International Drug Task Force (IDTF). The IDTF task forces are fully funded and overseen by the United States government. They took their top narcotics officers and created interdiction teams throughout Asia and Eastern Europe - Bobby Samuels (Steven Seagal) heads an IDTF team in Bucharest, Romania. Samuels’ team (made of both American and Romanian agents) fight a Gypsy interloper named Costel and his Russian “business partner”, Dimitri. The capture of the two criminals becomes a personal matter for Samuels, as his partner, the partner’s replacement (Steve), become collateral victims in the war against criminality.
In this film, the representation of Bucharest is that of a modern city, but one that is filled with corruption, crime and vice. The most ironic thing, in my opinion, is that , once Costel turns on Dimitri, the Rusion gangster pairs up with the American agent in order to capture the Romanian criminal. Moreover, in the end, it turned out that Romania was too much to handle for Dimitri and he chose to leave it together with his son and go to Odessa, at Samuels suggestion.
